27 Schools in Delhi and Rajasthan Face CBSE Action for Enrolling Non-Attending 'Dummy' Students

Regulatory Action: CBSE Targets 27 Schools in Delhi and Rajasthan for Violating Enrolment Norms

Parents provide them with the best materials, coaching, hostels, and most importantly a “Dummy School” where they are not required to go and with no worry about attendance. Enrolling in dummy schools is a popular choice among students because they don't attend regular classrooms in these institutions so they may focus solely on getting ready for competitive exams.

CBSE has a mandatory 75% attendance for students to appear for the Board examinations. Still, in dummy schools, students don't participate in regular school activities and are only present for board examination day. According to a report by news agency PTI, CBSE has sent notices for "dummy enrolment" of pupils to 27 schools in Delhi and Rajasthan on 5 September. Additionally, the board is thinking about taking legal action against those schools that broke the rules. This decision came in action in response to a surprise inspection that the Central Board of Secondary Education (CBSE) carried out to investigate "dummy schools". Most of the inspected schools were found to have violated the board's affiliation by-laws by enrolling students beyond their actual attendance records, effectively engaging in 'dummy' enrolments, said CBSE Secretary Himanshu Gupta.

These schools did not adhere to the board’s infrastructure standards, students select these institutions to take advantage of state-specific allotment of seats in engineering and medical schools, for instance under the Delhi state quota, applicants who complete their eleventh and twelfth grades in Delhi are eligible for admission to medical institutes in Delhi. Twenty schools have already had their membership cancelled by the CBSE for enrolling dummy students and allowing unqualified applicants.

The Central Board of Secondary Education (CBSE) took significant action against educational institutions located in Delhi and Rajasthan. Show-cause notices were sent by the CBSE to 27 schools that were discovered to have enrolled "dummy" students. This action was taken in response to a surprise inspection that found these schools had registered students who were not enrolled in classes, in violation of board rules. This behaviour compromises the integrity of the educational system in addition to breaking the affiliation by-laws of CBSE. The board has previously cancelled the affiliation of other schools for comparable offences and is currently considering taking legal action against the offending institutions.
