DoE Prioritizes Students with Disabilities in New Admission Guidelines

Inclusive and Supportive Admission Guidelines for Delhi's Special Schools

According to the 2019 "State of the Education Report for India: Children with Disabilities" by UNESCO, approximately 7.86 million children in India have disabilities, constituting 1.7% of the total child population. Only 61% of children with disabilities aged between 5 and 19 are attending an educational institution, compared to 71% of all children. These striking facts underscore the urgent need for significant measures to make education more accessible for these students.

In response, the Directorate of Education (DoE) has introduced new admission guidelines for government-run special schools in Delhi, encompassing entry-level classes, Classes 1 to 9, and Class 11. This significant step aims to streamline the admission process, establish clear age requirements, and prioritize students with disabilities. The updated rules ensure that students are placed in appropriate age groups, thereby enhancing their educational experience and fostering a conducive learning environment.

Recognizing the importance of accommodating diverse needs, the DoE has set specific age limits based on the student's age as of March 31 of the academic year. These guidelines are designed to create a balanced and supportive framework for both entry-level and mid-level admissions. Additionally, the provision for age relaxation and exemptions for students transferring from feeder schools highlights the DoE's commitment to inclusivity and flexibility.

By implementing these measures, the DoE aims to improve the quality of education and ensure that all students, especially those with disabilities, receive the support and opportunities they need to thrive academically and personally. The age requirements for different classes are set based on the student's age as of March 31 of the academic year. For entry-level classes, the age limits are as follows: Nursery students should be between 3 and 7 years old, Kindergarten students should be between 4 and 8 years old, and Class 1 students should be between 5 and 9 years old. For mid-level admissions, the age limits are: Class 6 students should be between 10 and 16 years old, Class 9 students should be between 13 and 19 years old, and Class 11 students should be between 15 and 21 years old.

Students transferring from feeder schools with valid documents are exempt from these age restrictions. Additionally, parents can request a six-month relaxation in the age limit from school authorities if needed.

Eligibility and Assessment Criteria

  • Students who have completed their previous classes from a recognized school are eligible to apply directly for admission to Classes 6 through 9.
  • For out-of-school children applying for Class 6, an assessment in basic literacy and numeracy will be required.
  • Applicants seeking admission to Classes 7 and 8 without formal schooling must submit an undertaking from their parents.
  • For Class 11, admission is open to students who have successfully passed Class 10, with additional requirements for students from the National Institute of Open Schooling (NIOS).

Admission Guidelines for Children with Disabilities

  • Blind students: A disability certificate or Unique Disability ID (UDID) card is mandatory.
  • Hearing-impaired students: Eligibility is limited to those with severe to profound hearing loss (above 61 dB). Additional assessments such as PTA (hearing test) and IQ tests are required.
  • Students with intellectual disabilities: Students who are classified with moderate to profound disabilities, based on IQ levels, will be considered for admission.

Priority Considerations and Seat Allocation

  • Priority for admission will be given to students residing in Trans-Yamuna areas due to transportation constraints.
  • Preference will be given to students who have siblings currently enrolled in government-run special schools.
  • While Delhi residents will be prioritized, non-residents can apply for hostel accommodations if there are vacant seats. In cases where applications exceed available seats, admissions will be determined through a draw of lots.

All admissions will be processed through the official Directorate of Education (DoE) website. Parents and students are advised to regularly check the portal for further information and updates regarding the application process and deadlines.
