Greece's Academic Evolution: A Regional Hub for Global Learning

13 International Universities to Establish Branch Campuses in Greece

Greece is undergoing a significant transformation in its higher education sector, propelled by the implementation of Law 5094 of 2024. This reform, described as "historic" by Education Minister Sofia Zacharaki, has drawn considerable international attention. As part of this initiative, 13 foreign universities, primarily from the UK, along with institutions from France and Cyprus, have submitted applications to establish branch campuses across the country. By pursuing this bold step, Greece aims to strengthen its educational offerings and position itself as a knowledge hub in Southeastern Europe. According to the Ministry of Education, 12 institutions are planning to commence operations in October 2025, while one is targeting October 2026. Among the key partnerships are the University of Nicosia and the Open University collaborating with Anatolia College, the University of York with CITY College, and the University of Greater Manchester with New York College.

Additionally, collaborations include Université Sorbonne Paris Nord with IdEF, the University of Derby with Mediterranean College, and the University of West London with BCA. Other notable applicants include the University of Essex, London Metropolitan University, Queen Margaret University, Keele University, and the University of East London, all partnering with various colleges. Sunderland University, in cooperation with DEI College, has submitted plans to launch its branch campus in the 2026-27 academic year.

Furthermore, these applications will now be subject to detailed reviews by the National Authority for Higher Education and the National Organization for Certification of Qualifications and Professional Orientation. The focus of these evaluations will be to assess the adequacy of academic programs and facility conditions to ensure adherence to high standards.

Minister Zacharaki emphasised that this reform represents a new chapter in Greek higher education by offering students a wider range of academic choices, attracting international scholars, and boosting Greece’s status as a knowledge hub in the region. In support of this vision, Deputy Minister Nikos Papaioannou highlighted the robust foreign interest as an indication of Greece’s growing global role in higher education. Greece's ambitious initiative reflects its determination to enhance its educational landscape and forge meaningful international collaborations, paving the way for a more dynamic and competitive future in higher learning.
