UK Aims to Lead in Global AI Innovation with New Research and Education Program

"Rhodes Scholarship for AI" and Increased Funding Set to Strengthen UK’s AI Industry

The UK government has committed to increasing funding for Turing fellowships, expanding financial support for AI-focused degree courses, and creating a new "Rhodes Scholarship for AI" to drive technology adoption. Announced on January 13, the measures also include enhanced access to public datasets, with UK Research and Innovation working with the National Data Library to improve recognition of valuable datasets through the Research Excellence Framework.

The government also plans to establish more international computing partnerships to expand computing capabilities and foster global research collaboration. These initiatives are part of the broader effort to implement all 50 recommendations from the AI Opportunities Action Plan by Matt Clifford, chair of the Advanced Research and Invention Agency (Aria). The plan aims to increase the UK’s AI capabilities by 20 times by 2030, mainly through private investment, while also proposing a new AI scholarship program for undergraduates and master’s students, requiring significant public investment.

The new AI scholarship program, announced on January 13, will support 100 diverse scholars from the UK and abroad with financial aid, industry co-investment, and placements in AI organizations. The government’s AI scholarship program, inspired by prestigious schemes like the Rhodes, Marshall, and Fulbright programs, aims to develop a new generation of AI experts. The Rhodes Scholarship supports 100 postgraduates at Oxford annually, the Marshall Scholarship funds 50 American postgraduates in the UK, and the Fulbright Program offers around 8,000 grants for international study each year.

The government announced that DSIT will work with UKRI to decide the appropriate level for AI scholarships—undergraduate, master’s, or PhD—to launch the program by autumn 2026. Matt Clifford recommended creating 15 new Turing AI Pioneer Fellowships for specialists from other sectors and securing funding for 25 additional Turing AI Acceleration and World-Leading Fellowships to sustain the current cohort as fellows graduate. Clifford emphasized supporting universities to increase AI graduates with industry-relevant skills. Despite leading Europe with 46,000 AI-related graduates in 2022, the UK lags behind countries like Finland and Ireland on a per capita basis. He called for new industry-co-designed courses to meet the rising demand for AI professionals by 2030.

The report emphasized the need to train tens of thousands of AI professionals in the next five years to meet demand and increase the UK’s share of top AI researchers. It suggested exploring immigration system adjustments to attract graduates from leading AI institutions, such as the Indian Institutes of Technology and Carnegie Mellon University, as they are currently ineligible for the High Potential Individual visa. Science Secretary Peter Kyle welcomed the report, affirming the government’s commitment to ensuring the UK remains competitive in the global AI race and that its benefits are distributed across the country for all citizens to benefit. Tim Bradshaw, Chief Executive of the Russell Group, supported the government's AI plan, highlighting the role of research-intensive universities in advancing AI for the public good. He noted the UK's previous lack of a clear AI strategy and welcomed the new plan to boost productivity, improve public services, and drive economic growth.
