AI and Aspirational India: Balancing Opportunities for Transformative Change

National Learning Week: Enhancing Skills and Fostering Lifelong Learning in Civil Service

Prime Minister Shri Narendra Modi launched the ‘Karmayogi Saptah’ National Learning Week at the Dr. Ambedkar International Centre in New Delhi on 21 October 2024. This mission aims to develop human resources that will drive the country’s development by enhancing the skills and competencies of government employees through continuous learning and development. As the nation has achieved significant progress so far, continuing to work with this level of passion will ensure that no one can hinder its advancement. The new learnings and experiences gained during National Learning Week will strengthen efforts to improve working systems and help achieve the goal of Viksit Bharat by 2047.

Mission Karmayogi was launched in September 2020 to create a future-ready civil service grounded in Indian ethos while maintaining a global perspective. National Learning Week (NLW) aims to provide a fresh impetus for individual and organizational capacity development among civil servants, fostering a “One Government” message. This initiative seeks to align everyone with national goals and promote a culture of lifelong learning.

The hard work of government employees and the effectiveness of Mission Karmayogi have changed the government’s approach over the past ten years and positively impacted the public. While the world views AI primarily as an opportunity, it presents both challenges and opportunities for India. The concept of two types of AIs was introduced during the Mission Karmayogi: Artificial Intelligence and Aspirational India. The significance of balancing these two was emphasized, with the assertion that successfully leveraging Artificial Intelligence to foster progress for Aspirational India could result in transformative change.

The digital revolution and social media have led to information equality, enabling citizens to become increasingly informed and empowered to monitor government activities through the use of AI. Mission Karmayogi could help civil servants stay updated on technological advancements. There is a call for a focus on innovative thinking and a citizen-centric approach, advocating for the incorporation of ideas from startups, research agencies, and youth. Government departments are also urged to implement feedback mechanisms to enhance their effectiveness.

On the iGOT platform, over 4 million government employees have registered, with more than 1,400 courses available. Officers have collectively received over 15 million certificates of completion across various courses, highlighting the platform's impact on professional development within the civil service. Civil service training institutions have often operated in silos, emphasizing the need to enhance partnerships and collaborations among these institutions. Establishing proper channels of communication will allow them to learn from one another, discuss, and adopt global best practices, thereby promoting a whole-of-government approach.
