After clearing competitive exams, lakhs of teachers every year aspire to settle in their hometowns to serve their communities and be closer to their families. However, a lack of transparency, administrative delays, and frequent changes in transfer policies often leave these teachers feeling dissatisfied and uncertain about their future. The frequent transfer or assignments to locations far away from their hometowns in remote places create additional stress as these teachers struggle to balance their personal and professional responsibilities. Feeling the daily struggle of these teachers, the government has decided to streamline the rules of teacher transfer policy.
The State Education Minister Sunil Kumar, declared on October 7 that the administration is all set to create a new teacher transfer policy after having extensive deliberations and considering the requirements and anxieties of the teaching community. Teachers should be allocated to their new positions by December 2024. To apply for transfer policy, teachers need to use the education department's online portal and the details on the deadlines for this process will be announced later. It was made clear that teachers nominated by local civic organizations would not be covered by this new regulation. Under these new standards, teachers will be able to choose among ten options and these attempts will be made to assign them to their home districts.
Under this new policy, all teachers will be allowed to apply, including those who have completed the competency test, those who joined through the Bihar Public Service Commission, and even long-serving educators who went back to 1995. People with physical disabilities and those experiencing acute or severe illness would receive priority treatment and be considered for transfer only if they provide a certificate from the office of the civil surgeon. The new transfer policy will also give preference to widows and unmarried women. This transfer procedure will be commenced in December during the holidays so that students’ ongoing academic work is not hampered. Meanwhile, teachers would have enough time to upload their applications to the department’s portal. The main goal of this initiative is to improve the quality of teachers and teaching in the state.
