UGC Seeks Public Feedback on Draft Guidelines for Recognizing Non-Formal Learning

The University Grants Commission (UGC) in India has released draft guidelines for implementing Recognition of Prior Learning (RPL) in higher education institutions. This initiative validates skills and knowledge gained through non-formal or informal learning, bridging the gap between informal education and formal qualifications. The key objectives are to expand access to higher education, improve employability, and promote lifelong learning, particularly for individuals with practical experience but lacking formal qualifications.
The draft guidelines have been released for public feedback to refine the policy before formal adoption. Stakeholder input will be crucial in shaping the final version, ensuring the framework is effective and inclusive for those seeking to enhance their qualifications and career opportunities. RPL, known by various terms internationally, such as Prior Learning Assessment (PLA) in the U.S., Prior Learning Assessment and Recognition (PLAR) in Canada, and RPL in Australia, South Africa, and New Zealand refers to formally acknowledging skills and knowledge gained through nontraditional learning experiences.
RPL recognizes skills and competencies gained through informal, non-formal, or experiential learning, especially for individuals in unorganised sectors or vocational trades who lack formal certification. The UGC's new guidelines will align practical skills with academic qualifications and support the National Education Policy (NEP) 2020’s vision of integrating vocational and academic education for a more inclusive higher education system. The guidelines establish a standardized process for assessing prior learning, with RPL centres in institutions conducting tests, interviews, and practical demonstrations. Furthermore, eligible candidates will receive academic credits, which can be applied toward degree or diploma programs, enhancing both academic progression and job prospects by formally recognizing practical skills.
The UGC proposes a national database to track RPL certifications and emphasizes capacity-building for institutions and assessors to ensure consistent, high-quality evaluations. This implementation will boost employability, supporting the government's upskilling and reskilling initiatives to meet the growing demand for a skilled workforce, especially in emerging sectors.
