National Security at Stake: UK AI Research Vulnerable to Foreign Threats, Report Finds

A recent report has raised significant concerns about the security of UK AI research. Co-authored by academics from Cardiff University’s Security, Crime and Innovation Institute (SCIII) and led by the Alan Turing Institute’s Centre for Emerging Technology and Security (CETaS), the report highlights the increasing targeting of AI research by state threat actors aiming for technological superiority. This troubling trend underscores the need for urgent action to protect the integrity of the UK’s research ecosystem.

According to the report, the academic sector plays a pivotal role in driving innovation; however, awareness of security risks is inconsistent across institutions. Moreover, researchers currently lack sufficient incentives to comply with existing government guidelines designed to safeguard research, leaving gaps that could be exploited. These issues necessitate enhanced measures to protect research activities and infrastructure.

Furthermore, the report emphasises the pressing need for a cultural shift to address the challenge of balancing research security with academic pressures to publish. It highlights a disconnect between government-provided security measures and the communication of support to academics, which weakens the resilience of UK-led AI research. Better alignment between these entities is critical to strengthen the nation’s research security framework.

Academics also face difficulties in assessing potential risks, such as the future misuse of their research, and conducting due diligence on international collaborators due to unclear guidance on existing threats. To address these challenges, the report offers 13 detailed recommendations aimed at improving the security and resilience of the AI research landscape. While the advancement of AI has tremendous potential benefits, the authors caution that it also poses significant risks to research integrity, making these recommendations all the more urgent.

In addition, the report discusses the tension between securing research and preserving academic freedom, particularly given the dual-use nature of emerging technologies and unclear policies on their use. It calls for a balanced approach that prioritises both innovation and security. To this end, the report suggests that the UK Government, through the Department for Science, Innovation, and Technology (DSIT) and the National Protective Security Authority (NPSA), should issue regular updates on high-risk international institutions and allocate more funding to the Research Collaboration Advice Team to support academic due diligence.

The report also proposes that UK Research and Innovation (UKRI) introduce specific grant funding opportunities dedicated to research security activities. On the academic front, the authors recommend making NPSA-accredited research security training mandatory for new staff and postgraduate research students as a condition for receiving grant funding. This report serves as a wake-up call to prioritise the security of AI research in the UK. Its recommendations, if implemented, could provide a much-needed framework to mitigate risks while fostering innovation and ensuring the long-term resilience of the research ecosystem.
