UNESCO IESALC and Uruguay Partner to Enhance Educational Standards

Global Integration: Uruguay’s Ambitious New Education Initiative with UNESCO

In response to the growing need for a more robust and cohesive education system, the Ministry of Education and Culture of Uruguay (MEC), in collaboration with the UNESCO International Institute for Higher Education in Latin America and the Caribbean (UNESCO IESALC), is set to launch an ambitious new program. This initiative, focusing on policy dialogue, capacity development, and knowledge production, stems from an agreement signed in Paris in 2024. 

Recognizing the critical importance of enhancing educational standards and addressing regional disparities, this step is necessary to ensure that Uruguay's education system meets the demands of a rapidly changing world, fosters innovation, and promotes sustainable development across the nation. By strengthening policy frameworks, building institutional capacities, and generating valuable knowledge, the program aims to create a more equitable and efficient educational landscape for future generations.

The UNESCO IESALC Office in Montevideo was inaugurated on February 10 at the Mercosur Building, with key attendees including Minister of Education Pablo da Silveira, National Director of Education Gonzalo Baroni, UNESCO Regional Office Director Ernesto Fernández Polcuch, UNESCO IESALC Director Francesc Pedró, and Director of International Cooperation Agustina Cabrera. During the event, the Minister of Education and Culture highlighted that his department has promoted policies to internationalize the university system, including signing agreements for degree recognition under UNESCO, revising degree revalidation mechanisms, and adapting regulations. He also noted that several agreements have enabled global study institutions to establish programs in Uruguay.

The Minister emphasized that this approach aims to make the Uruguayan university system more open, globally connected, and aligned with current tertiary education trends. He also noted that the arrival of IESALC is a significant achievement, offering international meetings, expert dialogues, and enriching regional and global discussions on university policies.

Francesc Pedró emphasized that IESALC is UNESCO’s technical arm for promoting excellence in higher education and focuses on capacity development for all stakeholders. He stated that IESALC aims to make higher education institutions more relevant and aligned with global labour market needs, with efforts led by Montevideo. This collaborative effort represents a monumental stride towards a globally integrated and innovative education system in Uruguay.
