UC Celebrates Historic Diversity and Inclusion Milestones by Recordbreaking Enrollments

Fall 2024 Marks Historic Enrollment Gains at UC with Increased Diversity and In-State Enrollment

The University of California reported enrolling nearly 300,000 graduate and undergraduate students for fall 2024, its largest and most diverse student body ever. Notable increases in in-state students, transfers, and underrepresented groups were attributed to years of collaboration with the state. Undergraduate enrollment rose by 1.2 per cent, reaching 236,070 students. The graduate student population grew by 1.6 per cent to 63,219, maintaining 21 per cent of total enrollment, reflecting UC's commitment to advanced education and research.

President Michael V. Drake, M.D., emphasized the University of California’s commitment to expanding access and opportunities, ensuring that the state’s most talented students, regardless of background, can benefit from a UC degree. He explained that the enrollment figures reflect the State’s investment in California students and the dedication of UC’s staff, faculty, and campus leaders to providing a world-class education. For the fourth consecutive year, the University of California saw an increase in California undergraduate enrollment, driven by out-of-state enrollment caps and state funding. In fall 2024, California undergraduates reached a record 198,718, a 2 per cent increase, while nonresident enrollment dropped from 16.5 to 15.8 per cent. The university highlighted that strong in-state enrollment not only provides quality education but also boosts the state’s skilled workforce and economic prospects for families and communities.

Unlike many universities, the University saw an increase in enrollment from underrepresented groups following the Supreme Court’s 2023 ruling on affirmative action. African American enrollment grew by 4.6%, American Indian by 12.9%, and Latino by 3.1%, reflecting UC's commitment to fostering a diverse and inclusive academic environment. It also saw a 9.1% increase in low-income students eligible for federal Pell grants, making up 36.3% of the undergraduate population, up from 33.7% last year. This growth is linked to changes in Pell eligibility. UC continues to enrol more low-income students than similar institutions and offers one of the top financial aid programs, with 68% of California undergraduates receiving grants and scholarships, and 53% paying no tuition.

The UC’s enrollment trends highlight its efforts to expand access to higher education, with the fall 2024 first-year class surpassing last year's record. This growth is expected to result in more college graduates in the coming years. For fall 2024, the UC saw a 4.5% increase in transfer student enrollment, making up 31% of new undergraduates. This growth reflects UC's commitment to expanding opportunities for California community college students, supported by initiatives like the new transfer hub. UC offers various resources for transfer students, including prep programs, campus visits, and tailored housing and academic support. Transfer students at UC have a graduation rate of 89%, higher than the 86% for first-year students and 55% nationally. Within a decade of graduation, most community college transfers in California are among the top third of income earners.

The historic enrollment gains are part of a broader effort to increase California degree holders. In 2022, Governor Gavin Newsom and UC announced a multiyear compact, supported by state budget increases, to boost in-state enrollment, support underrepresented groups, and expand affordable higher education access for struggling students and families. The compact with Governor Newsom supports UC's 2030 goal of closing equity gaps and producing 1.2 million undergraduate and graduate degree holders. To achieve this, UC has launched programs such as K–12 pipeline initiatives, summer programs, redesigned academic support, new advising models, and expanded online courses.

Han Mi Yoon-Wu, associate vice provost for Systemwide Undergraduate Admissions, highlighted that the historic enrollment gains reflect students from all areas of California, showing many pathways to a UC education. She emphasized UC’s commitment to accessibility, guided by the university's compact with the governor and supported by the state legislature. The University of California's historic enrollment growth and increased diversity reflect its dedication to expanding access to high-quality education for all students.
