Catch and Revoke: Balancing Security with Ethical Questions in Higher Education

The United States is witnessing a controversial crackdown on international students, with hundreds receiving abrupt emails notifying them of visa revocations. Allegedly linked to campus activism, these actions have impacted many students, including a significant number from India, leaving them facing immediate deportation without prior notice. This development has raised concerns about its implications for free expression and the rights of foreign students within U.S. academia.

The "Catch and Revoke" initiative, introduced by U.S. Secretary of State Marco Rubio, is central to this crackdown. The program employs AI to monitor activism deemed supportive of extremist groups. Within its first three weeks, over 300 international students had their visas revoked, with authorities citing national security as justification. Deportation reportedly hinges on AI-driven surveillance of social media activity, analysing online behavior such as likes, shares, and comments. Even minimal interactions with certain content have reportedly led to flags for deportation.

In addition, new applicants for F, M, and J student visas are subjected to increased scrutiny, making the process more restrictive for international students. Emails sent by the U.S. Department of State cite Section 221(i) of the Immigration and Nationality Act as grounds for visa revocation, warning of penalties like fines, detention, or deportation for failing to leave immediately. Students are required to confirm their departure through the CBP Home App.

This policy has drawn strong criticism from legal experts and university officials. Todd Wolfson, president of the American Association of University Professors (AAUP), emphasised the importance of universities defending students' rights to free speech and expression. Legal experts warned that AI surveillance could result in wrongful visa revocations, unfairly targeting individuals who have not engaged in extremist behavior.

As the crackdown deepens, it reflects a broader shift in U.S. visa policies and student activism, leaving international students fearful of expressing opinions on social issues. AI-driven surveillance has compounded challenges, creating uncertainty about their future in the country.
