Jammu and Kashmir Launches Baseline Survey to Identify Potential Entrepreneurs Under YUVA Mission

The Jammu government is taking notable steps through the YUVA Mission to identify and nurture entrepreneurial talent, aiming to create a supportive ecosystem where young minds can innovate, learn, and prosper. On 1st January, Chief Secretary Atal Dulloo inaugurated the Union Territory-wide baseline survey under the Mission YUVA (Yuva Udyami Vikas Abhiyan). This initiative, a joint venture between the Labour & Employment (L&E) and Planning Departments, aims to identify approximately 1.37 lakh aspiring entrepreneurs and gather insights from existing businesses.
The launch event saw participation from Vice Chancellors of UT Universities, the Secretary of the L&E Department, the Director General of E&S, the Director of IIM Jammu, Managing Directors of JK Bank and JKRLM, as well as representatives from IIT Jammu, NABARD, BISAG-N, and other key officials, with Deputy Commissioners joining via video conferencing. This survey promises to offer invaluable opportunities for young entrepreneurs to emerge, thrive, and contribute to the economic growth of the Union Territory.
During the event, the Chief Secretary highlighted the survey's goal of supporting youth entrepreneurship and self-employment. He urged departments to ensure accurate data collection through continuous monitoring and recommended that Vice Chancellors use the data for research purposes. Dulloo recommended forming a team of experts from universities and national institutes to create an analytical framework and report based on the survey findings. He emphasized reaching every household to raise awareness through IEC activities and instructed Deputy Commissioners to support field teams and provide feedback on the online application to address technical issues.
The Chief Secretary reviewed the survey app developed by BISAG-N, emphasizing the need for control rooms to address issues and ensure smooth operation. Secretary of L&E, Kumar Rajeev Ranjan outlined the survey's two main objectives: assessing challenges faced by existing enterprises and identifying potential entrepreneurs. He also shared that Master Trainers, 1,000 supervisors, and 17,000 investigators have been trained, with a pilot survey already recording nearly 90,000 entries across districts.
During the meeting, roles and responsibilities were clarified, with Deputy Commissioners tasked with overseeing the process in their districts. The "Dos and Don’ts" for investigators and the Supervisors' role in verifying survey data were also discussed. The month-long survey aims to promote entrepreneurship and support individuals aged 18-49, to create 1.37 lakh new enterprises and generate 4.25 lakh job opportunities in Jammu and Kashmir over the next five years. This mission will nurture entrepreneurial talent in Jammu and Kashmir as the new enterprises and 4.25 lakh job opportunities will build a supportive ecosystem driving economic growth in the region.
