Odisha Universities Act Amended to Enhance Governance and Academic Excellence

The state of Odisha established a legislative framework, the Odisha Universities Act, 1989, to govern the administration and functioning of universities within the state. The Act consolidates and amends laws related to certain universities in Odisha, providing guidelines for their establishment, governance, and academic operations.
On November 23, the Odisha state cabinet approved amendments to the Odisha Universities Act, of 1989 to reinforce higher education and grant universities across the state greater autonomy. These comprehensive reforms are designed to address significant challenges while promoting academic excellence, improving governance, and enhancing the university’s administrative efficiency. Following the cabinet meeting, chaired by Chief Minister Mohan Majhi, Law Minister Prithiviraj Harichandan described the decision as a historic development for the education sector in Odisha.
The key features of the amendment include the reintroduction of the Senate, the formation of a building and works committee, the establishment of a finance committee, a streamlined recruitment process, and the enhancement of institutional autonomy. Chief Secretary Manoj Ahuja highlighted that these changes would foster a more transparent and time-bound appointment process, ensuring timely filling of vacancies and reducing recruitment-related litigation. Furthermore, the amendment aligns with the National Education Policy (NEP) framework.
The amendment also introduces a multidisciplinary education approach, enhances skill development programs, expands distance learning opportunities, and focuses on improving employability. Law Minister Harichandan stated that the amendment would effectively remove government control over the university's educational system and administration, allowing educationists and academic groups to manage operations independently. He also mentioned that this reform would repeal the "flawed" Odisha Universities (Amendment) Act of 2020. The reforms aim to grant universities greater decision-making authority while ensuring accountability and the active involvement of academic professionals in key administrative processes. This strategic overhaul is expected to significantly improve the quality of higher education in the state, which aligns with UGC guidelines.
