Vietnam Education Set to Receive $325 Million in International Capital Through VIFC-HCMC

Vietnam’s education sector is set to benefit from up to $325 million in international capital following a new partnership between EQuest Education Group, EQuest Capital and Standard Chartered Bank.
The memorandum of understanding was signed on September 23 in New York during the official visit of General Secretary and President To Lam to the United States. The agreement was witnessed by President Lam and Richard Dean McClellan, CEO of the Vietnam International Financial Centre in Ho Chi Minh City (VIFC-HCMC).
The agreement brings together EQuest’s education network, EQuest Capital’s investment role and Standard Chartered’s international financing capabilities, with the VIFC-HCMC serving as a platform for connecting international capital with education development projects in Vietnam.
International Financing to Support Education Infrastructure
Under the agreement, Standard Chartered will serve as a strategic financial partner, helping structure and participate in financing packages for EQuest’s planned investments. The capital will be mobilised through EQuest Capital before being directed towards education infrastructure and quality-enhancement initiatives, with Ho Chi Minh City positioned as a central hub.
EQuest Capital operates as a member of VIFC-HCMC, which was established under Resolution No. 222/2025/QH15 of the National Assembly and Decree No. 323/2025/ND-CP of the government.
Through the financial centre’s ecosystem, EQuest Capital will be able to receive, structure and deploy investment capital for education projects. The framework also provides access to financial mechanisms covering areas such as taxation, foreign exchange management and an internationally aligned legal environment.

The planned campus will also cover nursing and healthcare, reflecting the group’s intention to expand education and training in technology and high-demand professional fields. Another area of investment will be the development of a multi-level international K-12 school network serving both Vietnamese and expatriate families. Standard Chartered to Explore Wider Financial Services
The partnership will extend beyond the mobilisation of investment capital. Standard Chartered also plans to explore credit products and foreign exchange management solutions for EQuest’s international network of faculty members and education experts.
For EQuest, the agreement is intended to strengthen access to longer-term international financing while supporting the group’s plans for infrastructure development, new academic programmes and improvements in education quality.
Truong Hoang Nam, deputy CEO in charge of finance at EQuest Education Group and director of EQuest Capital, described the agreement as an important step in the group’s strategy of accessing international resources.
He said the partnership with Standard Chartered, combined with the connecting role of VIFC-HCMC, would allow EQuest to progressively expand its access to long-term capital and direct those resources towards infrastructure, training programmes and educational quality.
VIFC-HCMC Positions Education as an Investment Opportunity
Richard Dean McClellan, CEO of VIFC-HCMC, said the agreement demonstrates the financial centre’s intended role in connecting international financial institutions with long-term investment opportunities in Vietnam.
According to McClellan, directing international capital towards education projects can help domestic companies become more integrated into global financial networks while supporting national efforts to attract private investment and strengthen the country’s human resources.
The parties will now assess the feasibility of individual projects, determine appropriate financing structures and establish implementation roadmaps. Actual disbursement will depend on project progress and the completion of relevant regulatory approvals.
EQuest Expands Its Education and EdTech Footprint
EQuest Education Group is among Vietnam’s major private education providers, with operations spanning K-12 education, higher and vocational education, and education technology.
